SUMMARY: The Commonwealth of Kentucky, as part of the national settlement with manufacturers and distributors of prescription opioids, has received $478 million in compensation to help alleviate the damage caused by the irresponsible marketing and distribution of prescription opioids.  Hopkins County is slated to receive $1.2 million of this settlement over a 15-year period. The first disbursement of those funds has been made, totaling $250,621. Annual payments of between $42,000 and $79,000 will be made to the county between 2023 and 2038. The Hopkins County Fiscal Court has assembled a committee with a broad range of expertise to administer these funds.

The Committee has designated the majority of those funds to be awarded to community organizations through a grant process, which is the purpose of this application.

WHO MAY APPLY: Applicants are restricted to entities or individuals active in Hopkins County and all funds must be expended for activities conducted in Hopkins County dedicated towards the prevention of opioid use or the treatment of those affected by opioid addiction.  For a complete description of the purposes for which grant funds can be used, click https://www.kaco.org/media/4240/national-opioid-settlement-acceptable-uses-12192022.pdf

GRANTS: Given limited funding available, the majority of grants awarded will be $75,000 or less, although the committee will consider going above that figure for exceptionally compelling applications.  Grants will not be approved to supplant existing funding of ongoing programs.  

APPLICATION REVIEW: Applications will be reviewed by the committee on a quarterly basis.

BACKGROUND: Provide a brief background explaining the factors that have led to the situation you propose to address, including how it relates locally

NARRATIVE: Detail in detail what you propose to do, who will benefit, how your proposal will address equity in its implementation.

OUTCOMES: Describe the goals and outcomes the project will achieve. How will those outcomes be measured?

BUDGET: Provide a detailed budget for the project, including any sources of existing funding.
